Whenever I get a decent oil stockpile up, I send aid packages of anywhere between 20-50 mibbles to any nations with a GDP of under $1000 million. I'm producing almost 50 mibbles per turn now, so the aid packages should start getting up to 50 mibbles each on a regular basis soon.
